As per AIA, the various Levels of Development are:

The specification aims to explain the LOD framework while standardizing its use. This clarity can be leveraged by model authors to easily define the reliability of their models and enable downstream users to understand model usability and limitations. It defines and demonstrates model element characteristics of various building components at diverse levels of development. The level of development is a reference that enables project stakeholders to specify as well as articulate a high level of content clarity and reliability of 3D BIM models at various stages of design and construction. The level of detail also indicates the reliability of all the given information.

It guarantees the design is been developed with sufficient detail and information prescribed by the client for project decisions. Thus, the level of detail is the employer defined as per the requirements at each stage of the development project. It moves from an employer to a consultant, to other project stakeholders and back to the owner. As different aspects are established at various timelines, it may be related to different project teams. The level of detail increases as the project proceeds, often beginning from design intent to a detailed project model. The level of detail represents the graphical representation of an object.
